Abstract
Background: Underdeveloped provinces lack adequate infrastructure. Due to this infrastructural deficiency, there is a significant demand among employees, managers, and residents to leave these provinces. Therefore, utilizing their experiences could provide solutions to many current and future challenges. Experience serves as a primary pathway for learning, through which managers can derive lessons from both their successes and failures. Objectives: The aim of this study is to propose policy recommendations for solving health challenges in underprivileged areas. Methods: This policy brief employs a qualitative methodology using conventional content analysis, conducted in 2022 with practical objectives. The study population comprised all health sector managers at Zahedan University of Medical Sciences. Following the sampling methodology, target managers were first identified, after which initial contact was established. The study's objectives were explained, and a summary including the aims and interview guidelines was provided before scheduling the interviews. Results: Management, political, and human resource challenges in Sistan and Baluchestan require evidence-based policymaking and consideration of local conditions. Conclusions: Using the experiences of managers in disadvantaged areas makes it possible to improve infrastructure, reduce migration, and promote health by recording experiences and learning from past challenges.
